So let's say there is a shadowville beat that is not available or not up for sell with exclusive licensing, would you be able to buy a blanket license and put it on a album with other beats you own and sell the album all together?

If the beat is marked as 'unavailable' then you can't license it. If it is available but just doesn't have the exclusive rights for sale, you can still purchase the blanket license.
