I'd recommend just getting better first, then offering collabs. I doubt anyones going to be interested unless they're at the level you're at and looking to improve as well.
Wouldn't be much of a learning experience. You're better off just practicing recording everyday, even if it's not a legit song. Just do something each day and you'll improve, 100%.

Generally, when looking to set up a collab, you at very least provide a link or two as example of how you sound on a verse.
